Terra Governorship: Once held by the High Secretary, Terra’s governorship was handed over to families close to the High Secretary rulers nearly 300 years ago. By then, the Pact had grown so huge that the High Secretary could no longer govern both Terra Cluster and the Pact. The latest Governor, Sir Ian Chandler, was killed in the fighting that broke out immediately after the High Secretary was assassinated. His son, Sir Ryan Chandler, has assumed his role and is stabilizing the situation in Terra Cluster.

Trantor: Trantor, megaplanet, Jewel of the Pact. With its one trillion inhabitants, Trantor is the largest producer of goods and services within the Pact's 4,000 worlds. Appointed directly by the High Secretary, the governorship is currently held by Bett Farris, member of the wealthy and influential Farris family. The Governing Council helps Mrs. Farris run the planet, and all ten members represent nearly one hundred billion citizens within his or her region. Unlike other Governors(and considering Trantor's strategic importance), Governor Farris only runs that planet, and no other world as political analysts have noted that whoever ran Trantor was the second most powerful individual in the Pact, after the High Secretary, and that is why the Governorship is limited to just that single world. A glittering gem in the darkness of the cosmos, Trantor's Achilles heel, of course, is its reliance upon sixteen different farming worlds to supply its food needs. Trantor is surrounded by Recife, Maui, and Qasr Bani Clusters and has excellent relations with those districts.
